I have the honour to request your authority
to make provision in the Estimates for 1904 for a small condi- tional increase in the pay of the five Telephone Clerks in the Police Department. Their salary at present is $408 a year each, and with your approval I propose to make it $360 rising to $540 by biennial increments of 60 giving each Clerk the increments to which his length of service would entitle him. This scale of pay is the scale already sanctioned for Third Class Interpreters, and though I do not propose to place the Telephone Clerks under the Interpretation Scheme, I am of opinion that they should in future be called upon to pass an examination of the same standard as that required of Third Class Interpreters. In the event of your approval of the increase in pay here recommended I propose to grant it only to those who pass this examination.

In bringing the matter of the pay of these Clerks to my notice, the Acting Captain Superintendent of Police has pointed out that they have to possess a very good knowledge of English, both written and colloquial, and that considering the qualifications required of them they are at HE RIGHT HONOURABLE
